is not to be treated as an auxiliary function, nor as a dependency upon external parties, but as a capability to be established and maintained within the House itself.<\/p><p data-start=\"750\" data-end=\"842\">In recent years, the volume of foreign material entering the country has increased steadily.<\/p><p data-start=\"844\" data-end=\"956\">This includes technical documents, mechanical specifications, instructional texts and commercial correspondence.<\/p><p data-start=\"958\" data-end=\"1100\">Such materials arrive with precision in their own language, yet when mediated through others they become subject to delay, omission and error.<\/p><p data-start=\"1102\" data-end=\"1181\">In matters of trade and manufacture, even minor inaccuracies carry consequence.<\/p><p data-start=\"1183\" data-end=\"1278\">Where the House relies upon external translators, it places itself at a remove from the source.<\/p><p data-start=\"1280\" data-end=\"1302\">Knowledge is filtered.<\/p><p data-start=\"1304\" data-end=\"1335\">Interpretation is uncontrolled.<\/p><p data-start=\"1337\" data-end=\"1368\">Timing is determined by others.<\/p><p data-start=\"1370\" data-end=\"1429\">This introduces uncertainty into both judgement and action.<\/p><p data-start=\"1431\" data-end=\"1539\">It is the position of the House that such uncertainty should be reduced wherever it is practicable to do so.<\/p><p data-start=\"1541\" data-end=\"1649\">By establishing translation within the <em data-start=\"1580\" data-end=\"1584\">ki<\/em>, the House gains direct access to the language of foreign works.<\/p><p data-start=\"1651\" data-end=\"1710\">Technical documents may be read in full, without reduction.<\/p><p data-start=\"1712\" data-end=\"1752\">Instructions may be followed as written.<\/p><p data-start=\"1754\" data-end=\"1804\">Correspondence may be conducted without mediation.<\/p><p data-start=\"1806\" data-end=\"1929\">In this, both speed and accuracy are improved, and the House is no longer required to defer to the understanding of others.<\/p><p data-start=\"1931\" data-end=\"2045\">Of particular importance is the application of this capability to the acquisition and use of foreign technologies.<\/p><p data-start=\"2047\" data-end=\"2146\">Where machinery, processes or methods are imported, their value depends upon correct understanding.<\/p><p data-start=\"2148\" data-end=\"2182\">Partial knowledge leads to misuse.<\/p><p data-start=\"2184\" data-end=\"2220\">Approximation leads to inefficiency.<\/p><p data-start=\"2222\" data-end=\"2311\">With proper translation, the House may adopt such technologies fully and with confidence.<\/p><p data-start=\"2313\" data-end=\"2367\">Further, early and correct adoption creates advantage.<\/p><p data-start=\"2369\" data-end=\"2450\">Where others hesitate, or proceed through error, the House may move with clarity.<\/p><p data-start=\"2452\" data-end=\"2534\">The knowledge gained through this process need not remain solely for internal use.<\/p><p data-start=\"2536\" data-end=\"2618\">It may be ordered, retained and, where appropriate, extended outward as a service.<\/p><p data-start=\"2620\" data-end=\"2680\">In this, the House does not merely employ foreign knowledge.<\/p><p data-start=\"2682\" data-end=\"2755\">It becomes a point through which such knowledge is made usable to others.<\/p><p data-start=\"2757\" data-end=\"2803\">Commercial dealings are likewise strengthened.<\/p><p data-start=\"2805\" data-end=\"2935\">Direct correspondence with foreign companies permits clearer negotiation, firmer terms and reduced dependence upon intermediaries.<\/p><p data-start=\"2937\" data-end=\"3022\">The position of the House is thereby strengthened in both understanding and standing.<\/p><p data-start=\"3024\" data-end=\"3142\">For these reasons, the establishment of a translation function within the Iwamoto <em data-start=\"3106\" data-end=\"3110\">ki<\/em> is to be regarded as necessary.<\/p><p data-start=\"3144\" data-end=\"3247\">Its work is to be conducted with discipline and accuracy, and its output treated as a matter of record.<\/p><p data-start=\"3249\" data-end=\"3371\">In time, this capability is to be expanded through the training of others, so that it may serve every branch of the House.<\/p><p data-start=\"3373\" data-end=\"3477\">The advantage gained through language is seldom immediate in appearance, but it is cumulative in effect.<\/p><p data-start=\"3479\" data-end=\"3552\">If maintained with care, it will extend to every undertaking of the <em data-start=\"3547\" data-end=\"1709\">Eiji&#8217;s command of English and German, together with Chiyu&#8217;s command of English and French, later extended through her study of Italian, provided the House with immediate capability across the principal languages of industrial and commercial exchange.<\/p><p data-start=\"1711\" data-end=\"1847\">Their combined knowledge enabled direct engagement with technical, mechanical and commercial texts without reliance upon intermediaries.<\/p><p data-start=\"1849\" data-end=\"1902\">The practical effect of this arrangement was twofold.<\/p><p data-start=\"1904\" function.<\/p><p data-start=\"2776\" data-end=\"2810\">It became a value-bearing service.<\/p><p data-start=\"2812\" data-end=\"3003\">It is the position of this office that the establishment of the translation function, as set out in Jir\u014d&#8217;s addendum, contributed materially to the expansion of the <em data-start=\"2976\" data-end=\"2980\">ki<\/em> between 1878 and 1900.<\/p><p
